Why would they vote yes?  They have all the benefits without the taxes and other burdens.

They're not a sustainable market, they don't have dollar for dollar trade opportunity with mainland US and other world markets continue to view them as a colonial territory. Becoming a state could encourage investments and bring them up to par with other states. How they plan on balancing their debt is unknown though.
