The obvious answer seems to be 12.  Somehow I think you're looking for another number though. 
13.  When they formed up in the desert, there were 3 on each side, and the Levites were in the middle.

There are 12 sons of Israel, but Joseph's sons each became a tribe, making 13 tribes.
There are also 12 territories, because Levi didn't receive a territory.
