There's a new app for parents to use if their kids are not returning calls.

Is this appropriate or too controlling?
IMO, the correct thing to do is to take the phone away from the child.
Also, I can see a legal dispute in the process of applying this app when the phone is locked out for not returning a call, but the kid encounters an emergency situation where the phone would be needed.

TOO CONTROLLING!!! My blood ran cold when I first heard about this, and my kids frequently ignore me, until its a better time for them to return my text/calls.

I so agree. Many parents are far too controlling and over protective as it is.
You may be right in that some parents are over controlling. However, what I see is that parents are to relaxed and to loose with the rules.
I don't think getting an app like this is the answer because it is not fixing the problem. The problem is not that the child is not answering the phone, it is that the child does not respect the parent.
