19 I wanted to be sure about the fourth beast, which was different from all the others and was exceedingly terrible: it had iron teeth, bronze claws, it devoured and crushed and trampled the rest with its feet,
23 He said this: "The fourth beast - there will be a fourth kingdom on earth, it will be different from all kingdoms; he will devour the whole earth, tread it down, and crush it.

24 And ten horns - ten kings will arise from that kingdom.
(Ten equally powerful countries will want to form a one world government)
After them another will arise, he will be different from the previous ones and he will depose the three kings.
(Globalists/antichrist, will destroy three kings out of ten .. weakening and destroying USA, Russia and China)
25 He will speak against the Most High and destroy the saints of the Most High.
(Denying the Bible and Jesus Christ, banning Christianity)
He will seek to change the times and the law. The saints shall be delivered into his hand until time and times and half a time,
(Creation of one new super tolerant religion....persecuting Christians and those who will not want the "mark of the beast", duration of NWO for "42 months")
26 but the judgment will sit and the rulership will be taken away from him, and he will be completely destroyed and destroyed.

The fourth beast was the pagan Roman empire. Which has and will continue to exist in one form or another until the end. It was succeeded by the Holy Roman empire of the Roman Catholic church. Satan's counterfeit "Christianity" which has always warred against authentic biblical Christianity. Which continued the paganism of the Roman empire by amalgamating "Christianity" and paganism into one mandated religion for the empire.

Which empire received a deadly wound during the French Revolution. Which wound is rapidly being healed in the continued counter Reformation of the Roman Catholic church. Culminating in Satan's counterfeit resurrection of a Holy Roman empire on a global scale. The final beast of biblical prophecy.

The papacy being BABYLON THE GREAT, in bed with the leaders of the globalist elites facilitating the New World Order, art great reset if you will. A reset back to the dark ages when the papacy ruled through its illicit relations with the kings of the earth at that time as well. This is why it fully supports and calls all to obey the international organizations run by unelected officials, who bypass the Constitutions and will of the peoples of nations unto their subjugation. Commanding the elected officials of the various nations to betray their citizens, and serve and obey them instead of tier citizens.

All of this is of course for the "common good" of all. Which the Church of Rome defines for the globalist elitist minions she fosters.

In the face of the unrelenting growth of global interdependence, there is a strongly felt need, even in the midst of a global recession, for a reform of the United Nations Organization, and likewise of economic institutions and international finance, so that the concept of the family of nations can acquire real teeth. One also senses the urgent need to find innovative ways of implementing the principle of the responsibility to protect[146] and of giving poorer nations an effective voice in shared decision-making. This seems necessary in order to arrive at a political, juridical and economic order which can increase and give direction to international cooperation for the development of all peoples in solidarity. To manage the global economy; to revive economies hit by the crisis; to avoid any deterioration of the present crisis and the greater imbalances that would result; to bring about integral and timely disarmament, food security and peace; to guarantee the protection of the environment and to regulate migration: for all this, there is urgent need of a true world political authority, as my predecessor Blessed John XXIII indicated some years ago. Such an authority would need to be regulated by law, to observe consistently the principles of subsidiarity and solidarity, to seek to establish the common good, and to make a commitment to securing authentic integral human development inspired by the values of charity in truth. Furthermore, such an authority would need to be universally recognized and to be vested with the effective power to ensure security for all, regard for justice, and respect for rights. Obviously it would have to have the authority to ensure compliance with its decisions from all parties, and also with the coordinated measures adopted in various international forums. Without this, despite the great progress accomplished in various sectors, international law would risk being conditioned by the balance of power among the strongest nations. The integral development of peoples and international cooperation require the establishment of a greater degree of international ordering, marked by subsidiarity, for the management of globalization[149]. They also require the construction of a social order that at last conforms to the moral order, to the interconnection between moral and social spheres, and to the link between politics and the economic and civil spheres, as envisaged by the Charter of the United Nations.
