I'm not sure of the exact number but I think it has something to do with the number of posts I have but I don't think it's more than 10.  Maybe somebody else can help you out on the exact number.  When you get a few more posts you'll be able to pm.  I think they do that so that people can't join the forum just to spam other members through the pm system

That is correct. It is either 10 or 20, I'm not sure of the exact number.
