In-situ Emoticons, and bolding etc, of "maked txt" not apparently working now!!!

Is It just me?  But when for emphasis I want to use an emoticon at some marked cursor position - point to the emoticon I want - then nothing happen- no emoticon appears at the cursor position. 

Similarly with bolding, underlining, and choice of some color.  I know the "long hand" way of doing it by enclosing a "b", "u" or color specification within square brackets(e.g. ...text to be bolded... or ...text to be colored....  But why doesn't it work now, when we just "mark text"  by holding the mouse button down and dragging the cursor to the right (underlining the marked text with a blue highlight) - then clicking on the B or U indicators above our reply box ???

Is it just me???

Afterthought! -perhaps I now need to point to the B or U indicators above the reply box - BEFORE marking out the text I want to be affected?

Ever since I got my lap top I cant use emoticons at all on this site.I Have no idea why.
