You should find a reply button in 3 areas.  To the far right of the subject name in anyones post or reply:

At the very top of the subject page Like this

President Trump is scheduling rallies - first one in Tulsa!!! | Pages: [1]   Go Down    REPLY  NOTIFY  MARK ... etc

At the very bottom of the page, Like this

Pages: [1]   Go Up                                                          REPLY NOTIFY MARK UNREAD SEND THIS TOPIC PRINT

For a new topic you need to get to the subject matter page you want, then at the ery top  of that page just above all the listed threads you will see... to the right side of the page
