Free will... yet again

If it was not free will that allows for people to read the same thing yet understand differently from each other... then what is it?

I am not sure why you posted that verse or what you think it implies concerning the question of free will. The essence of free will, theologically, is the ability to choose to obey or disobey God.  That verse in no way precludes any such ability.
