Where do I start?

I am currently working at Home Depot part-time.  My job is to set up appointments with 1 of 17 different contractors that provide a installation service.  Its pretty much anything from water heater to a custom made sunroom.

I'm thinking off approaching my district manager with the idea of providing a range of custom home remodeling for the disabled/elderly.  We'd do everything from building a simple ramp to installing an elevator or a total bathroom remodel.

So should I make a business plan or just approach the district guy?
