Bad decision by manager?

I've worked as a security officer and supervisor at a business here for longer than I care to remember and the business where I work at gave the account to another security company because the other one was bouncing our payroll checks.

Anyway, when the new company took over the account it wasn't long before one of the officers was replaced because he did someting he should not have done and he was replaced with someone who is the worst security officer that I've ever known. To let you know just how bad he is I've written him up five times and given him not a few verbal reprimands and he follows orders occasionally. He appears to be a nice guy but he doesn't do his job. The building manager for the business I work at has let me and the new company know that I should be the one who is to train any new people should they be needed when the regular officers take vacation or days off or the like, and that training should take place over two days. So when one of my guys wanted to take two days off he let the area manager know about a month beforehand. Two days before he was to take those days off I emailed the office and asked who would fill in for him since I wanted to activate their access card so they would be able to get into the building and perform their duties. The office replied to the effect that they did not know anything about this and that message was forwarded to the area manager. A few hours later I emailed them again asking what progress, if any, had been made. Shortly thereafter I received a call from the area manager stating that he knew about the officer wanting the days off but hadn't started looking for a replacement yet. I cut the conversation short because I had someone at the desk needing help. I don't work on Fridays, Saturdays or Sundays because I work 10 hour days Monday thru Thursday so this means the really bad officer works on Friday mornings. I've let the area manager know this as well. So I called him on Friday morning on an unrelated matter and he said that he would be training someone that day for the Saturday and Sunday shifts, which are the days that he's taking off. So not only is the world's worst security officer training someone but he's only being trained for one day. This clearly goes against what the building manager told me and the security company.

Is it just me or does anyone else think that this is a potentially disasterous decision? I would appreciate everyone's comments on the matter.
