In 1 Cor 7:9: Does "Burn with passion" refer to lustful thoughts/thinking OR actual physical acts of fornication?

Jesus does tell us what lustful thought towards others mean in our heart. So if we look at a person and want them sexually, that is adultery.
I have always thought that verse you mentioned means if you are struggling with sexual feelings/frustrations then marry, but of course that's easier said then done today if you cant find that someone special. In those times most marriages were arranged and they married far earlier that today. Not to say it doesn't still apply though, but sometimes today we have to be far more proactive if we want to meet another Christian.

It means being very horny and frustrated, in need of sexual release.
