It can and does, but it's a task for the administrators only and their time here is far less frequent than the moderation team.

IP banning doesn't do much good anymore.  Vpn's, the use of dynamically assigned IP's, cell phones, etc make it a weak tool.

You're correct, but as for our regular here, he isn't all that bright, the same IP gets used over and over.

Been quite some time since I've responded but I will say that IP banning is still a quite effective tool to deal with troublemakers, WHEN USED PROPERLY that is... among other things and modules available there's no reason this couldn't be nipped in the bud immediately, but unfortunately your glorious leader has chosen to discontinue our business relationship and I do not work for free, so...

Maybe a little prodding from you guys could change his mind, I would love to help yall...

As I understand it IP addresses can be collected on a third party Project Honey Pot list and web site Admins, if using that list, might be blocking folk who are not the repeat offender troublemaker types.     

The newer "anonymous" browsers route an Internet connection through their own or another third party server and generate IP new addresses.
