what is Matt 16:19 mean ?

And Matt 16:19 says , And I will give unto thee the KEYS of the KINGDOM of HEAVEN and whatever thou shalt BIND on earth shall be bound in Heaven , and whatever shall be LOOSE on earth shall be LOOSED in HEAVEN .

i believe it happened on Peter's watch and Peter used the KEYS in Acts 2:38 ?

I believe that the first use of the KEYS were used in Acts 2:38 when Peter called Israel to be BAPTIZED for the forgiveness of sins and that they would receive the GIFT of the Holy Spirit !!

And the Greek words WILL RECEIVE is in the Greek FUTURE TENSE , WHY??
