#1 does  itn   means to be   born  again under   the   OLD   COVENANT ?

#2  does   it  mean to be   born  again  under   the  New  Covenant ?

One and two are the same, Gods grace was always there, but many abuse it, and go right back to the bondage under sin..

There was no such thing as being born again under the Old Covenant.

John 1:3 All things came into being through Him, and apart from Him nothing came into being that has come into being.
