Was it man-made?  Certainly.

Was it intended as a weapon to be used by one state against another?  I don't think so.

Was it unleashed indiscriminately with the intention of making money selling a "cure?"  I believe yes... which is the definition of "sorcery" from your KJB.

On the video a bio weapon is defined as a virus or such that is manipulated to be able to do harm to humans. That's  what gain of function means. Something to  enhance its natural function to be more lethal to humans. Seems like the humane thing is to figure out how to make them less lethal.  What was intended as a warfare weapon likely was released on the world accindentally or on purpose and taken advantage of by political entities, in 2019 and 2020 obviously for the purpose  of furthering mailin ballots which everyone previously in both parties  agreed was subject to a lot of fraudulent actions.  It was not the the typical bioweapon use but a bio weapon just the same for a political purpose at the expense of a lot of lives, and a lot of loss of personal liberty suffered, but to defeat a bad orange man what limits of common decency remain? AND the tantalizing prospects to test the limits of tyranny of mask and vaccine mandates and lockdowns? Too delicious to turndown the opportunity.
